SIR 2003 Voter List (Electoral Roll PDF): The Election Commission of India (ECI) is conducting Special Intensive Revision (SIR) of electoral records in many states and Union Territories in 2025 and early 2026. This nationwide campaign aims to update and improve voter rolls by eliminating duplicates, deceased voters, and those who are no longer eligible, as well as adding new qualified voters.
The last nationwide phase of SIR was largely based on the electoral roll from the year 2003/2004 as the baseline. Since then, certain states have undertaken special phases of intensive revision recently or have scheduled it in phases.

How to Search Your Name in the Last SIR 2003 Voter List?
A number of Indian states use the 2003 Special Intensive Revision (SIR) as their baseline electoral rolls. If you want to check your name on the SIR 2003 Electronic Electoral Roll (E-Roll), follow the steps below:
Step 1: Visit the Official Election Commission of India Voter Portal https://voters.eci.gov.in

Step 2: On the homepage, click the “Search Your Name in Last SIR” or simply go through to the Voter Search portal.

Step 3: Choose your State from the dropdown menu.


- Select your District and Assembly Constituency if required.

Step 4: Click on “Download” Link to Download Elector Roll PDF – 2003 as your required Polling Station Name/ Part Number/ AC Number
After that, Select the option “Search by EPIC No” (Elector Photo Identity Card Number) if you have the card, or choose “Search by Details” to input your name and other information.

Step 5: If searching by details, enter:
- Your Full Name as per your voter record
- Your Father’s or Husband’s Name
- Your Age/Date of Birth
- Your Gender (optional)

- If your name appears, note down your EPIC number, Polling Station, and Voter ID card details.
- Confirm your name, age, and address are correct.
Step 7: Download or Print Electoral Roll Entry (Optional)
- Official websites provide the option to download or print voter ID data or voting booth lists as PDFs for offline reference.
Note: The baseline year 2002/2003/2004 voter rolls are considered standard reference points for all states.
What to Do if Your Name is Missing in the SIR 2003 Voter List
- Visit your nearest Electoral Registration Office (ERO) or sector officer with proof of age and residence to apply for inclusion.
- File claims and objections using the ECI portal during revision periods.
- Keep a copy of your application and follow up online or physically.
